About the role
TL;DR
Lead the development and buildout of a rare earth metal refining facility from engineering to startup.
- •Phoenix Tailings is seeking a hands-on, execution-focused Vice President of Projects to lead the development and buildout of their first-of-its-kind rare earth metal refining facility, the Freedom Facility.
- •This role involves full ownership from engineering through startup and handoff to operations.
- •Key Responsibilities Lead the full buildout of the Freedom Facility from Front-End Engineering Design through commissioning and startup.
- •Develop and own the overall project execution strategy, including EPCM contracting, scope allocation, and risk management.
- •Select, negotiate with, and manage EPCM partners, engineering firms, and contractors.
- •Serve as the senior owner-side leader responsible for project scope, budget, schedule, quality, and safety.
- •Build and lead the internal projects organization, including project management, controls, and commissioning.
- •Requirements Bachelor's or Master's degree in a related technical field. 15+ years of experience delivering complex industrial capital projects.
- •At least 5 years of senior project leadership or executive-level experience.
- •Proven success leading major greenfield industrial projects from engineering through commercial operation.
- •Significant experience selecting, contracting, and managing EPCM partners.
