Lead the development and buildout of a rare earth metal refining facility from engineering to startup.
•Phoenix Tailings is seeking a hands-on, execution-focused Vice President of Projects to lead the development and buildout of their first-of-its-kind rare earth metal refining facility, the Freedom Facility.
•This role involves full ownership from engineering through startup and handoff to operations.
•Key Responsibilities Lead the full buildout of the Freedom Facility from Front-End Engineering Design through commissioning and startup.
•Develop and own the overall project execution strategy, including EPCM contracting, scope allocation, and risk management.
•Select, negotiate with, and manage EPCM partners, engineering firms, and contractors.
•Serve as the senior owner-side leader responsible for project scope, budget, schedule, quality, and safety.
•Build and lead the internal projects organization, including project management, controls, and commissioning.
•Requirements Bachelor's or Master's degree in a related technical field. 15+ years of experience delivering complex industrial capital projects.
•At least 5 years of senior project leadership or executive-level experience.
•Proven success leading major greenfield industrial projects from engineering through commercial operation.
•Significant experience selecting, contracting, and managing EPCM partners.
